Cobb EMC

Migrating Geometric Network Data to Utility Network in 6 Weeks

Cobb EMC needed to move from Esri's Geometric Network to the Utility Network without losing the connectivity its operations depend on. In a five-feeder proof of concept, Turgon's AI agents automated the readiness check, schema assessment, mapping, validation, migration, and remediation. Cobb EMC's GIS experts approved every step, and migrated the dataset in six weeks using 60 hours of GIS expert time instead of the typical 500.

Meet Cobb EMC

Cobb EMC is a not-for-profit electric cooperative serving more than 200,000 residential and commercial members across metro Atlanta. As electrification and data center growth add load to the grid, the cooperative is modernizing its utility GIS, moving to the next generation of Schneider Electric's EcoStruxure ArcFM built on the ArcGIS Utility Network.

The Challenge

Cobb EMC's electric network model lived in Esri's Geometric Network, and getting to the next generation of ArcFM meant migrating it to the Utility Network. That migration is more than a format change. Every feature, connection, and phase relationship has to carry over intact, because operations, outage management, and planning all rely on the network tracing correctly.

Traditional Utility Network migrations are slow and expert-heavy. GIS specialists spend weeks on data readiness, hand-built mappings, and repeated test-and-refine cycles, and a small proof of concept test alone typically consumes hundreds of hours of time. Cobb EMC needed to show feasibility and validate the migrated network before committing to a production migration, without pulling its GIS team off day-to-day work for months.

The Solution

Turgon partnered with Schneider Electric and Cobb EMC on a proof of concept covering five representative feeders. Schneider Electric provided the EcoStruxure ArcFM configuration for the Utility Network data model, with recommended settings for electric networks. Turgon's AI agents handled the repetitive technical work across the migration lifecycle: assessing data readiness and the source schema, generating mappings and migration scripts, running the migration, and flagging and remediating validation issues.

AI-assisted mapping and script generation shortened test-and-refine cycles from weeks to days and surfaced issues earlier. The team tested whether connectivity and phase behavior were preserved, compared source and target feature counts, and checked representative underground scenarios. Validation conditions were reconciled to zero in under two weeks.

Throughout, Cobb EMC's engineering and GIS experts made the decisions that required utility knowledge and approved each step before the work moved forward.

The Results

"This proof of concept with Turgon provided a clear path to demonstrate feasibility and validate the migrated network, taking us from data mapping and data readiness assessment to an accepted Utility Network dataset in just six weeks." - Juan Marquez, Manager, Operational Technology – GIS & WMS, Cobb EMC

Accepted Utility Network dataset in 6 weeks

Cobb EMC went from data mapping and readiness assessment to an accepted five-feeder Utility Network dataset in six weeks, with validation conditions cleared in under two weeks.

88% less expert time

The Cobb GIS team spent about 60 working session hours on the proof of concept, compared with the roughly 500 hours a manual approach typically requires.

Validated network behavior

All five subnetworks traced successfully across more than 1.4 million generated associations.

A reusable path to production

The mappings, configuration, and scripts from the proof of concept carry forward into Cobb EMC's production migration plan.
